Charter Rights and Legislative Review Committee Update

Despite a slow start this year, the last few months have brought a torrent of legislative activity and new bills which have kept the Charter Rights and Legislative Review Committee (CRLRC) more than busy. Over the last few months, the CRLRC has made submissions before the House on multiple bills including The Testing of Bodily Fluids and Disclosure Act which may require the mandatory testing of blood for things such as HIV. We also raised concerns over amendments to The Child and Family Services Amendment Act which require the reporting of anyone suspected of possessing child pornography.

 The Manitoba Association for Rights and Liberties (MARL) appreciates the opportunity to comment on the proposed changes to The Personal Investigations Act and, in particular, the manner of obtaining consent to personal investigations. MARL is a non-profit group, founded in 1978, dedicated to advocacy and education in aspects of human rights and civil liberties affecting Manitobans.

Report of the Charter Rights and Legislative Review Committee

Last year, MARL Board member Michael Conner took over the Chair of the Committee from the capable leadership of our President, Ken Mandzuik. Ken remains active on the Committee which has now expanded to 10 members strong. The Committee continued its vital work scrutinizing proposed legislation, raising public awareness about important civil liberties issues, advocating change and researching problem areas. Recently, the Committee undertook to develop and update MARL's position statements on a variety of key civil liberties topics.

I am happy to appear once again on behalf of the Manitoba Association for Rights and Liberties. Submission on Access and Privacy Legislation, October 1996

This document is MARL's response to the discussion papers Access to Information and Privacy Protection for Manitoba (Manitoba Culture Heritage and Citizenship, May 1996) and Privacy Protection of Health Information (Manitoba Health, May 1996 ).

Invasion of personal privacy through the use of computer databases can take many forms. At its most trivial, it is the constant annoyance to tele-marketers calling during the supper hour. At worst, individuals can be seriously harmed by decisions made bas ed on inaccurate personal information.
